M28 Cork to Ringaskiddy

Construction of the €456 million M28 Cork to Ringaskiddy project is now underway, marking a major milestone in this nationally significant infrastructure project.

The funding covers two linked schemes: the 11 km mainline motorway from the N40 Bloomfield Interchange to Barnahely being delivered by BAM, and the 1.5 km Ringaskiddy Relief Road being delivered by Sorensen as advance works. Due for completion by summer 2028, the project will directly support the Port of Cork’s relocation to Ringaskiddy. Funded by the Department of Transport through Transport Infrastructure Ireland, the project will ease congestion, improve safety, and deliver faster, more reliable journeys for residents, commuters, and commercial traffic while strengthening Cork’s role in European trade and logistics.

From Planning to Delivery

A project two decades in the making now moving from vision to construction

The scheme was originally conceived in 2002 to address long-standing transport and connectivity challenges in the Cork region.

Its strategic importance was reinforced through the EU’s 2013 TEN-T Regulation, which designated the Port of Cork as part of the Core Network, reflecting its European significance. In parallel, Ireland’s National Ports Policy (2013) confirmed that the Port’s deep-water operations would be consolidated at Ringaskiddy, making improved access along the N28 corridor a critical national and European priority.

Having completed Phases 0-5 of Tll’s Project Management Guidelines – covering conception, feasibility, design, statutory approvals, and procurement – the scheme has now advanced into Phase 6: Construction and Implementation, marking the transition from planning to onthe- ground delivery.

As part of these works, the 1.5 km Ringaskiddy Relief Road, being delivered by Sorensen Civil Engineering, is nearing completion and will provide Improved Interim access to the port area. In parallel, BAM will deliver the main construction contract: 11 km of new motorway from the Bloomfield Interchange to Barnahely.
